Haines Borough Capital Improvement and other Borough Projects Proposal Program-

Online portal is open October 15 - December 31.

 

Step 1: Nominations
The nomination period is October 15 – December 31. Projects are nominated by individuals in the community. Staff nominations are added later.

Step 2: Staff Evaluation
In January, staff will review all proposals for development, duplication, feasibility, etc. Projects scopes will be developed, costs estimated and funding sources explored.

Step 3: Project review/recommendations
Nominations (including staff nominations) will be reviewed by the CIP Committee in February. CIP Committee will be the Mayor, a Finance Committee Member, a Planning Commissioner, the Manager, the Director of Public Facilities, the Finance Director, and the Contracts & Grants Administrator. The Clerk will provide administrative support to the CIP Committee.

Step 4: Public Hearing
At the end of February, there will be an opportunity for nominators and members of the public to discuss proposals.

Step 5: Development of CIP List
During March, the Manager will develop the proposed CIP list and submit it to the Mayor for review and recommendations for amendment [HBC 3.04.010(C)]. The Manager’s proposed Budget with CIP list is due April 1.  The proposed CIP list shall be submitted to the Planning Commission prior to adoption by the Assembly [HBC 3.04.010(E)].

The main benefit of the program is community engagement. During the nominations phase, any Haines Borough resident may submit a CIP proposal to the Borough for funding. This would put public engagement up front in the CIP process, instead of “bringing the public along” as the projects are developed by staff and/or the Assembly. Certainly staff will propose projects as well. The Haines Borough has significant infrastructure needs which would benefit from a coordinated, prioritized plan. Once the projects are identified and prioritized, potential funding sources can be identified. We believe that by encouraging the public to engage in Haines Borough project development, we will:

  • Identify new projects.
  • Learn new and perhaps novel ways of approaching community needs.
  • Learn about community priorities.
  • Learn about needed projects in communities outside of town like Excursion Inlet and Mosquito Lake.
  • Create a public method to select and prioritize projects.
