As part of the comprehensive plan review process, Haines borough staff members, committee members, and other community leaders were asked to review the Appendix A: Action Summary of the 2025 Haines Borough Comprehensive Plan. The Action Summary is a list of goals, objectives, and actions broken down into sections of the comprehensive plan.  

There were about 18 responses during phase I, roughly three commentors per section.

The summary represents the results of the first or ‘preliminary phase’ of the comprehensive plan review. All comments are listed as items that were deemed as complete, items that have been suggested for removal, and items that might be added to the Action Summary.

The goal of the preliminary review was to gather first-glance feedback that might guide the Planning Commission, Assembly, and community in determining how the comprehensive plan could be updated to meet the goals of the next 10 years. The next phase of review will be determined by the responses of these results. The final product of the review will likely be a revision to the Action Summary.

The Comprehensive Plan was written in 2011 and adopted in 2012, prior to the decline of oil revenue to the State and the consequent fiscal crises predicted to take place over the next decade. Currently, roughly 26% of the Haines economy is derived from State government. Therefore, the community is encouraged to review the Action Plan with the budget in mind (e.g. are the goals/objectives actions relevant or financially feasible? Are there some objectives that are more important than others?).  In relation to scope of work for each objective, additional considerations should be given to what has already been accomplished over the last five years.

The Haines Borough Comprehensive Plan was adopted on September 11th, 2012. Attached is:

  • The Table of Contents for the Final Comprehensive Plan (so you know which piece to access)
  • An updated downloadable Final Comprehensive Plan in three pieces
  • An Action Summary that is a 10 MB pdf file that is compatible with Adobe 6.0 or higher
  • Ordinance 12-08-301 adopting the Updated Comprehensive Plan

If you would like a copy, please bring your flash drive to the Borough Offices and we will download a the full final plan for you.  Also, a flash drive of the full plan in high resolution (73.5 MB), including high resolution maps, is available for purchase for $10.

Also attached to this webpage is a KMZ file & legend. With this file, you can use Google Earth to access Haines Borough Comp Plan data and maps (including parcels, subdivisions, land ownership, property tax roll data, and much more).  IMPORTANT!
